Level 3 sex offender charged with felony strangulation in Perry

Scott J. Marshall, 29, forcibly obstructed a person’s breathing without their consent, putting the victim in fear for their life, Perry police said. He was taken into custody Friday at his residence.
He was charged with second-degree sexually motivated strangulation.
Marshall was committed to Wyoming County Jail without bail.
Marshall is a Level 3 sex offender and classified as sexually violent, according to the state Sex Offender registry. He was convicted in 2012 of first-degree attempted rape and two counts of third-degree rape.
Marshall's three victims in the earlier incidents were 15, 16 and to 17-years-old. The crimes occurred in Wyoming County and coercion was involved.
Marshall was sentenced to five years in prison. He served about four years, violated parole and was returned to prison in July 2018 to serve out the remainder of his sentence.
Since then, Marshall has had several other arrests and convictions including:
■ Marshall was charged in December 2018 with failure to register as a sex offender. He pleaded guilty and was sentenced to six months in jail.
■ He was charged in June 2020 with petit larceny after allegedly shoplifting at the Warsaw Walmart.
Marshall was still on parole at the time of Friday’s arrest. He is to appear April 12 in Village Court.
