Tractor Trailer Hits Sidelined and Assisting Vehicles:
Interstate 390 Crash Between Geneseo, Mt. Morris Takes the Life of Rochester Man; Local, NYS Units Sent to Scene

A Rochester man who was assisting a family member with a disabled vehicle on Interstate 390 was killed Monday when a tractor trailer struck him and the two vehicles, according to the Livingston County Sheriff’s Office. The crash, which remains under investigation, brought Sheriff’s Deputies and emergency personnel to the scene about 9:05 p.m.

The preliminary investigation revealed that two vehicles were parked on the shoulder on the northbound lanes of the interstate. An individual identified as Ashis Biswa, 20, of Rochester was also standing roadside while the disabled vehicle was being worked on.

Biswa had been called by a family member to aid with the vehicle breakdown, Livingston County Sheriff Thomas J. Dougherty told The Livingston County News. The tractor trailer, traveling northbound on the interstate, struck both vehicles and Biswa before leaving the roadway and coming to rest near a tree line, the Sheriff’s Office said.

Biswa was pronounced deceased at the scene by responding emergency personnel as a result of injuries sustained during the crash. The driver of the tractor-trailer was identified as Allaoua Chatouk, 43, of Allentown, Pa. Chatouk was transported to Strong Memorial Hospital for treatment of non-life-threatening injuries, according to the Sheriff’s Office.

The interstate was closed for several hours overnight between Exits 6 and 7, the Mount Morris to Geneseo exits.

Investigating on scene for the Sheriff’s Office were members of the Command Staff, Patrol Division, Criminal Investigations Division, Forensic Identification Unit, Commercial Vehicle Unit, Unmanned Aerial Vehicle Unit and Drug Recognition Expert Unit. The incident was handled under the command of Patrol Captain Ryan Swanson.

Responding emergency personnel included members of the Groveland Fire Department, Mount Morris Fire Department, Livingston County EMS, Livingston County Emergency Management, Mount Morris Police Department and State Police.
