* WHAT... Very cold wind chills possible. Wind chills could range from 15 below zero to 25 below zero.

* WHERE... Niagara, Orleans, Monroe, Erie, Genesee, Wyoming, Livingston, Ontario, Chautauqua, Cattaraugus, and Allegany counties.

* WHEN... 10 PM Thursday to 6 PM Saturday.

* ADDITIONAL DETAILS... Frostbite can occur in 15 minutes or less with apparent temperatures of 25 below zero or colder.
