LRPC Chair Calls for 'No Parking' on Ames for Next Year; Neighbor 'Rep' Says Survey Details Needed First

Discussion on the Ames "Ave." Walkway was a positive one for the most part. The recent opening and upgrading of the Walkway for the Silver Lake Experience 2017 proved to be successful and even extending the opening through to the Labor Day End-of-the-SLI-Season, has not provided any resistance to date. Self-Described "Neighbor Representative" Greg Franklin talked about some things learned in the neighborhood canvas which he conducted on Sunday, August 6, 2017. He said, 

"The approach I used in explaining how we all needed to go out of our way to welcome those who were traveling the Walkway because they could just become one of our neighbors (which happened last SLE 2015) was a good starter and very effective. Further, I explained, the very programs that these Walkway travelers were enrolled in are the very requirements of our charter and of our 501-C3 federal tax exemption, and soon to be our NY State tax exemption.

"Therefore, these Walkway travelers are actually helping us by keeping our expensive near-the-lake properties much lower in tax rates and tax assessments. Many people in other areas don't have this unique opportunity to do as we are able to do here at the Institute because we are willing to go the extra mile of doing programming for the benefit of others," Mr. Franklin explained of his travels via walker and his discussions with neighbors.

When LRPC Chair Bob Cook called for "No Parking" for next year, Mr. Franklin explained that at least one neighbor would be returning to the Board of Trustees to complain about a lack of legal access to her property should a total parking ban be instituted. On the other hand, if the parking ban included provisions for either "Standing" or "Limited/Timed" Parking all for the purpose of pickups, deliveries and maintenance companies, it might be seen more favorably. Mr. Franklin said he thought any broad and generalized declarations for Ames Ave. Walkway were premature at this point based on the fact that we still do not have survey documentation showing where the road actually is and who is allegedly encroached on it. "No Parking" may be perfectly fine for when the road narrows down to a few feet (because of encroachment), but where the road is obviously 16.5 feet, "No Parking" may be unnecessarily restrictive and even harsh for one or two of the neighbors.

"Further," Mr. Franklin said, "We have been offering the neighbors a continuation of the 1980 "shared road" designation. This means that if the walkway section of the road is kept at a 6-feet wide minimum, for example, then the remainder of the 16.5 feet can be designated either for parking at some designated spots, gardens at other designated spots, and simply a wider walkway at still other designated spots. This "shared road" designation was what was established in circa 1980 when parking was first permitted on Ames. It just wasn't called "shared road" then and no one bothered to go into any detail about how to make it work--which is probably why it ultimately did not work well, and the entire issue of encroachment was either left unaddressed or didn't exist at that point.

"I would like to ask the committee to grant me permission to ask each of the neighbors to provide a copy of their survey, so we could put together, at least hypothetically, an east and west line of where the walkway actually exists," Mr. Franklin asked of the committee. Don Weaver suggested that these surveys may already be available to us at the county which would make the request and additional work unnecessary. Mr. Franklin agreed to wait to see if the surveys could be obtained in this other way. Chair Bob Cook also agreed to contact the necessary people to get the answers to some of these questions.
